select a parent bone before creating new bone

That's not a bug, and is easily rectified by selecting the bone you desire to be the parent of the bone you are creating. If you don't want any of the actual bones to be the parent, select either the root bone, or, create a new skeleton.

1) Select Create tool.
2) Select the bone that will be the parent.
3) Press the left mouse button where you want the bone to start, then drag to set the bone's length.

If this doesn't work for you, you'll need to explain at what step you are having trouble.
