I can not stat spine after update Windows 11, version 24H2

Inside spine.log

Sorry, Spine is unable to start.

Other software has interfered with Spine's operation.
Please disable any antivirus or other software that manipulates Spine.

I try to reinstall spine and unactivete anti virus but it can not work.
I have no idea how to fix it.

My Anti virus is norton 360

Thank you for the advice.
I uninstalled the antivirus and open spine and it work.
Then I reintalled the antivirus and I can use spine normally right now.
